Major League Baseball Proposal

Shirley created for Major League Baseball, a salary based performance system. A proposed solution to one of baseball’s largest problems - an escalation of salaries more rapid than a corresponding rise in revenues. A complex statistical formula that grades players’ performances and places them in one of five categories, A through E, a form of which is in use by Major League Clubs today.  

 

San Diego Association of Realtors, Realtors Active in the Political Process (RAPP) Committee Member

As a real estate broker for 20 years and member of the National Association of Realtors, the California Association of Realtors, and San Diego Board of Realtors, Shirley has been fortunate to participate as a member of the SDBR’s  Realtors Active in the Political Process (RAPP) and the Government Affairs Committee which represents SDBR’s membership on governmental issues impacting real estate and to provide advice to local and key government leaders on real estate related issues.

 

San Diego County Commission on the Status of Women, Commissioner

A Commissioner is an appointed office, not an elected one.  As a  Commissioner, Shirley receives no pay for her service and gives freely of her time. The Commission on the Status of Women is mandated to take action to identify, study and advise the County Board of Supervisors on the needs and problems of women in San Diego County that are affected by public policy decisions; and to eliminate the practice of discrimination and prejudice on the basis of sex within the County.  In order to promote this policy, the Commission provides an open forum for discussion and action and formulates programs to promote and insure equal rights and opportunities for all women, and to provide liaison and assistance to citizen groups interested in problems facing women.  The Commission is committed to all women in San Diego County. Through partnership and coalition, the Commission has a greater impact in changing the lives of women for the better.

San Diego County UNICEF Chair

Shirley was esponsible for restructuring the UNICEF Committee in San Diego County, appointing five  county district chairs, area chairs and their committees who were responsible for various countywide fundraising and educational activities for UNICEF. The mission of the San Diego County UNICEF Chairman is to increase awareness and funds in the County for UNICEF through educational and fundraising activities guided by the U.S. Fund for UNICEF. The United Nations International Childrens Emergency Funds was established at the end of WWII for children’s health and "Rights of the Child".  It operates on voluntary contributions from the government and private sector, and has programs of cooperation with governments worldwide.

 

San Diego County United Nations Board of Directors Member

The United Nations Association is a nonpartisan, nonprofit organization that works to maintain international peace and security, support economic and social development and promote respect for individual rights and freedoms. Through the efforts of Eleanor Roosevelt, the San Diego Chapter - UNA-SD was founded in 1946.  As a Member of the Board of Directors of UNA-SD, Shirley helped to raise awareness of the importance of the UN and its mission through educational programs  offered women, students, legislators and the media in San Diego County.

 

San Diego County Young Democrats, Trustee

As an activist in the community, Shirley has had the great opportunity of serving the young democrats with advice and support. The San Diego Young Democrats are  an important organization for voters and work to improve the county.  These young people are tomorrow’s future.  

 

San Diego Women’s History Museum, Member Board of Directors/Trustee

Planning and preserving women’s history and offering Women’s History Museum of San Diego is a valuable community education resource center where the public can view documentation of life histories and achievements of women in the world.  As a San Diego County Commissioner on the Status of Women, Shirley works in cooperation with the Women’s History Museum to present to the public the honored Women’s Hall of Fame Event where notable and commendable women in San Diego County are honored each year.

 

United Nations Global Communications Water Decade Forum Between Mexico And San Diego County, Coordinator

As Coordinator of the ten day forum with New York, Shirley brought together, from both sides of the US/Mexico border, scientists, policy makers, human right experts and representatives from organizations working in cultural, political, business development and grassroots organizations to discuss the importance of clean water and implement a collective action. Safe and clean water is a human right and essential for the enjoyment of life for our children and future generations.

 

Youth and Family Subcommittee Member, 44th Congressional District 

Responsible as a key member of the community, Shirley reviewed current legislation and provided the Congressman with expert and up to date advice on the complex issues facing Congress concerning youth and family in American society.
